City Council approved an ordinance awarding a Construction Manager at Risk (CMAR) contract to Times Construction, Inc. for pre-construction phase services of the new Edgewood Park Community Center and appropriated $110,000 from the Parks Consolidated Construction Fund. The project will design and construct an approximately 12,000-square-foot facility featuring an indoor gymnasium, meeting spaces, warming kitchen, recreational staff offices, restrooms, storage, and associated site work including demolition, sidewalks, landscaping, irrigation, furniture, fixtures, equipment, IT, and security. The new building will incorporate energy-efficient mechanical, electrical, and plumbing systems and meet current environmental and LEED standards. The General Services Department selected Times Construction based on experience, personnel qualifications, and safety rating following an RFP process. City Council will consider a separate appropriation for construction phase services in a future action. The contract complies with the City’s Pay or Play and Hire Houston First ordinances.
