On April 29, 2025, the Houston City Council adopted an ordinance consenting to the addition of 253.33 acres of vacant land to Harris County Municipal Utility District No. 586. The district, established by the TCEQ in 2023 and currently covering 162.76 acres in the city’s extraterritorial jurisdiction, will serve the new tract proposed for single-family residential development. The annexation area is located near Betka Road, Aztec Street, Little Mound Creek, and Kickapoo Road and lies outside the 100- and 500-year floodplains. The Utility District Review Committee evaluated the petition, confirming that wastewater collection, treatment, potable water distribution, and stormwater conveyance plans must be approved by the city prior to construction. Wastewater services will be provided by the district’s Wastewater Treatment Plant No. 1, and potable water by the district’s distribution system. Council approval finalizes the consent and allows utilities infrastructure to proceed.
