City Council approved an ordinance consenting to the addition of 15.022 acres of land to Harris County Municipal Utility District No. 285 within Houston’s extraterritorial jurisdiction. The addition enables provision of water and wastewater services to the annexed tract, which is proposed for industrial development. Harris County MUD No. 285 was created in 1986 and currently encompasses 1,227.40 acres; the new tract lies near Wallisville Road, Moore Road, Beltway 8, and Miller Road 2/Dell Dale Street. The Utility District Review Committee evaluated wastewater collection, treatment, potable water distribution, stormwater conveyance, and other public services. Wastewater treatment will be provided by MUD No. 285 Wastewater Treatment Plant No. 2, and potable water by the District’s distribution system. The annexation tract is not within the 100-year floodplain and 43.33% lies within the 500-year floodplain. The District must submit all plans for water, wastewater, and stormwater infrastructure for City approval prior to construction.
