This resolution confirms no objection by the City of Houston to the proposed Independence Heights II development at 222 Crosstimbers Street under the One Mile Three Year Rule and authorizes submittal of applications for non-competitive 4% housing tax credits. Independence Heights II is a 221-unit affordable rental housing project targeted to low-income families and developed through a public–private partnership between the Houston Housing Authority (via Victory Redevelopment Corporation) and Columbia Residential. The City Council resolution allows construction to proceed and authorizes allocation of state tax credits through the Texas Department of Housing and Community Affairs (TDHCA). Columbia Residential will manage the project leveraging its experience in over 80 affordable developments and HHA’s oversight of more than 25 public housing sites serving over 58,000 low-income Houstonians. The resolution satisfies TDHCA requirements to avoid concentration of tax-credit properties by confirming no similar development has been built within one mile in the last three years. The Housing and Community Development Department recommended approval based on the demonstrated need for family-oriented affordable housing. The Housing and Affordability Committee reviewed the item on March 18, 2025, prior to Council action.
