This ordinance authorizes the City of Houston to enter into a Subrecipient Agreement with SEARCH Homeless Services to allocate $925,000 in Emergency Solutions Grants–Rapid Unsheltered Survivor Housing (ESG-RUSH) funds for rental assistance and case management services. The agreement will serve up to 40 households experiencing homelessness in the Downtown Houston area by providing rapid rehousing case management and rental subsidy support. ESG-RUSH funding was awarded by HUD in response to the FEMA-declared disasters DR-4781-TX and DR-4798-TX. SEARCH will provide permanent housing placements and housing-stability services to individuals and families impacted by recent severe storms and Hurricane Beryl. The program term runs from the City Controller’s countersignature through April 30, 2026. SEARCH Homeless Services has partnered with the City since 1996 and was selected through a Request for Expression of Interest in partnership with Harris County and the Coalition for the Homeless. The Quality of Life Committee reviewed the item on April 7, 2025. There is no cost to the City’s General Fund, as the full $925,000 comes from federal grant funds in Fund 5000.
