The Houston City Council adopted an ordinance on April 15, 2025, consenting to the addition of two tracts totaling 64.383 acres into the Harris County Water Control and Improvement District No. 164 within the City's extraterritorial jurisdiction. The tracts, located near Mound Road, Betka Road, Mathis Road, and Warren Ranch Road, are slated for future development as single-family residential, commercial, drainage and detention, open space, and right-of-way improvements. Created by the Texas Legislature in 2021, District 164 currently encompasses 1,224.1 acres and has petitioned for inclusion of these undeveloped parcels. The Utility District Review Committee evaluated the application, confirming potable water supply from the Grand Prairie Water Plant and wastewater treatment via the Grand Prairie Wastewater Treatment Plant. Rock Hollow Creek, within the Cypress Creek watershed, serves as the nearest major drainage facility, and the annexation tracts lie outside both the 100- and 500-year floodplains. By petition, the District acknowledged that all plans for water conveyance, wastewater collection, and stormwater systems within the expanded boundaries must receive City approval before construction. The Council's consent aligns with city policy to support orderly infrastructure expansion and coordinate regional utility services.
