On April 15, 2025, Houston City Council adopted a Resolution of No Objection to the submission of Non-Competitive 4% Housing Tax Credit applications for three multifamily affordable rental housing projects: Independence Heights II at 222 Crosstimbers St, Sunflower Terrace at 5050 Sunflower St, and Regency Park at 10600 Southdown Trace Trail. Independence Heights II is proposed as new construction, while Sunflower Terrace and Regency Park involve rehabilitation/reconstruction, all targeting family households. The Housing and Community Development Department completed a threshold review confirming Independence Heights II is outside the floodway and 100-year floodplain and noting the preservation of affordable units at Sunflower Terrace and Regency Park. The resolution covers developments in Council Districts H, D, and E and supports the Texas Department of Housing and Community Affairs (TDHCA) funding process. A public hearing on the resolution was held on April 9, 2025.
