The Houston City Council adopted an ordinance amending Chapter 28 of the Code of Ordinances to establish a registration-based regulatory framework for short-term rentals (STRs). The ordinance defines STRs as dwelling units rented for fewer than 30 days and excludes hotels, B&Bs, and other regulated lodging types. Effective January 1, 2026, STR operators must obtain a certificate of registration through the Administration and Regulatory Affairs Department. A $275 annual registration fee will be required. STR operators must comply with hotel occupancy tax remittance, noise control laws, fire and building codes, and are prohibited from hosting or advertising large events such as weddings and parties. STR platforms must remove unregistered listings within 10 business days of notification from the City. Registrations are subject to denial or revocation for violations, including major criminal convictions, repeated nuisance complaints, or false information. The ordinance includes a 180-day implementation period, with applications beginning August 1, 2025.
