Smalley for the sale of a 0.1084-acre tract of land located at 5631 Patrick Street, along with an easement assignment of 2,353 square feet. The land, once used for the North Park Water Treatment Plant, was declared surplus by Houston Public Works. After citywide department canvassing revealed no further municipal need, the parcel was listed for public bid. The winning bid of $61,500 exceeded the appraised fair market value of $55,868. The sale follows Section 2-236 of the City of Houston Code of Ordinances, governing the sale of city-owned property no longer needed for public use. Proceeds will go into the City’s Water and Sewer System Operating Fund.
This sale returns underutilized city-owned land to private ownership, allowing potential redevelopment and contributing to the city’s fiscal health. It also ensures responsible disposition of surplus property through competitive public bidding.
