The Houston City Council approved an ordinance consenting to the annexation of 159.20 acres of vacant land into Harris County Municipal Utility District No. 490. Created by the Texas Commission on Environmental Quality (TCEQ) in 2007, the district currently encompasses 1,265.27 acres and lies within Houston’s extraterritorial jurisdiction (ETJ). The new tract, located near House-Hahl Road, Cypress Creek, Katy-Hockley Road, and Grand Parkway (SH-99), is intended for a mix of single-family residential, commercial, and other developments. It will be served by Harris County MUD No. 418’s Wastewater Treatment Plant No. 2 and three water treatment plants. While 98.2% of the annexed area lies within the 100-year floodplain, it is not within the 500-year floodplain. The Utility District Review Committee evaluated the petition and recommended approval. The district must receive City approval for any water, sewer, or storm system construction.

This annexation supports continued suburban growth in northwest Harris County while ensuring essential infrastructure is approved and regulated by the City. It facilitates utility service expansion and enables managed development in Houston’s ETJ.
