The Houston City Council approved an ordinance authorizing the first amendment to the subrecipient agreement between the City of Houston and Harris County, Texas, allocating an additional $143,750 in Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) funds. These funds will support the Harris County Housing and Community Development Department (HCHCD) in continuing its homelessness prevention services. The funding will enable HCHCD to assist approximately 25 additional at-risk households with support services such as case management, tenant education, and job skills programs. The original agreement, initiated on June 24, 2024, was amended to extend the service term through June 30, 2026. The Quality of Life Committee reviewed this measure on February 3, 2025. As of December 2024, HCHCD had expended 60% of its allocated funding and served 68% of its client goal, with no compliance issues reported.
This decision strengthens Houston’s homelessness prevention efforts by expanding services for at-risk households. The additional funding ensures continued access to vital resources such as job training and housing stability programs, aligning with the city's long-term affordable housing and homelessness mitigation strategies.
