The City and County of Denver approved an Amendatory Agreement with Smith Agency to increase the contract amount by $332,326, bringing the total to $732,326. The agreement's term was also reduced by three months, setting a new end date of September 30, 2026. This contract aims to continue providing out-of-home placement services for unaccompanied refugee minor children and youth, from birth to age 18 (or up to age 21 if placed in DHS custody before 18). These services are delivered citywide by the Denver Human Services (DHS). The funding for this program comes from federal grants through the Unaccompanied Refugee Minor Program (URMP), a collaborative effort with the Colorado Refugee Services Program and the Colorado Department of Labor and Employment – Office of Economic Security. The services provided include 24-hour care, child maintenance (food, shelter, clothing, educational supplies), administrative overhead, case management, and behavioral health services, including individual, group, and family therapy. The program emphasizes culturally and linguistically appropriate foster care and independent living placements.
