Planning staff and the Barnum Neighborhood Planning Commission reviewed an application to rezone 3419 West 5th Avenue from E-SU-Dx to E-RH-2.5 to allow construction of ten row homes. The Planning Commission voted to recommend approval of the rezoning on February 19, 2025, finding the request consistent with the Denver Comprehensive Plan, Blueprint Denver, and the West Area Plan. The proposed E-RH-2.5 district permits multiple small-unit building forms up to 2.5 stories, mirroring the existing height limits while adding versatility with duplex and row house forms. The 12,964 SF site is located adjacent to North Barnum Park and a frequent RTD bus route. The rezoning will require public infrastructure upgrades including sidewalks, street lighting, and a public art installation.
