The City and County of Denver has approved an amendment to its contract with The Salvation Army for the continued management and oversight of the emergency shelter at 4040 Quebec Street. The contract amount has been reduced by $808,000, bringing the total contract to $9,282,903, while extending the shelter’s operations through March 31, 2025. The facility, known as The Aspen, provides shelter to approximately 1,000 unique households annually, utilizing a Housing First model to transition individuals into stable housing. Guests have access to case management, mental health support, workforce training, and other essential services. The amendment ensures continued operations, enhances security measures, and introduces new housing coordination strategies to improve shelter-to-housing transitions.
This amendment allows Denver to maintain emergency shelter capacity while reallocating funds strategically. By prioritizing case management and housing-focused services, the city aims to increase permanent housing placements and reduce homelessness.
