The amendment, known as Advancing Equity in Rezoning (AEIR), updates requirements for public notices—adding an early notice within ten days of a complete application and including tenants in mailed notices—and shortens referral timelines. It also aligns protest petition rules with the City Charter and revises rezoning review criteria to focus on plan consistency, public interest, and neighborhood context while removing outdated or redundant standards. The amendment takes effect on February 25, 2025.
