On October 22, 2024, the Denver City Council approved an Amendatory Agreement extending the parking management contract with SP Plus Corporation by two years and increasing the maximum contract amount by $4.5M to $9.5M. The agreement continues SP Plus’s management of seven city-owned surface lots and three parking garages in Council District 9, including Denver Justice Center, Cultural Center Complex, and the Denver Performing Arts Complex Garage. Under the amended terms, the contract term now runs through September 30, 2026, and incorporates the DPAC garage operations beginning January 1, 2025. The contract maintains existing operations standards, reporting requirements, and maintenance responsibilities, and adds a new compliance section for Denver wage laws. SP Plus will self-finance any required equipment upgrades, subject to City approval, and will be responsible for all regular preventive maintenance, revenue control, enforcement, and facility oversight.
