This ordinance amends Chapter 27 (Housing) of the Denver Revised Municipal Code to update provisions governing negotiated alternatives and high impact developments. It revises exception rules for linkage fees, updates definitions of income-restricted units and residential development, establishes enhanced incentives for on-site affordable housing compliance, and modifies requirements for high impact development compliance plans. The changes add a new exception for developments under recorded affordable housing covenants, expand on-site IRU incentives including height, floor area, and parking exemptions, and set criteria for accessing these incentives through negotiated alternatives or high impact plans. Section 27-226 is recodified to allow enhanced incentives when deeper affordability or additional bedrooms are provided. Section 27-229 updates high impact development plans to require community outreach documentation and offers base and enhanced compliance incentives consistent with strategic plan goals.
