This item is a request to rezone a 12.86-acre site at 2500 East 1st Avenue in the Cherry Creek neighborhood from B-3 to Planned Unit Development – General (PUD-G 36). The proposed PUD is based on the C-CCN-12 district and would allow a mixed‐use development up to 13 stories (168 ft), introduce new internal streets and mid-block pedestrian connections, require mass reduction above 45 ft, and dedicate 10% publicly accessible open space. The site is subject to the Cranmer Park View Plane and a 20 ft parkway setback along University Boulevard. A concurrent development agreement secures 12% of units as 60% AMI affordable housing, 8,000 SF affordable retail, a childcare needs assessment, and targeted hiring commitments. Staff recommends approval to replace the Former Chapter 59 zoning with a modern form-based district. The public outreach generated 19 letters of support and 10 in opposition, focusing on height, traffic, and view impacts.
