An ordinance to rezone approximately 9.91 acres at 531 W. 5th Ave. in Columbus, Ohio, from C-4 Commercial, R Rural, and AR-1 Apartment Residential Districts to C-4 Commercial, R Rural, and AR-3 Apartment Residential Districts. The site, known as Founder's Park, is a mixed-use development. The request updates zoning district boundaries for Subareas C (C-4 Commercial) and F (R Rural), and creates a new Subarea D-2. Subarea D-2 will be rezoned from AR-1 to AR-3 to allow for higher density multi-unit residential development, specifically a 60-unit apartment building. The rezoning is consistent with the overall density and existing mix of uses within Founder's Park. A concurrent Council Variance (Ordinance #1859-2025; CV25-001) reiterates previously approved variances and includes new variances for landscaping, screening, required parking, fronting, and rear yard for the 60-unit apartment building on Subarea D-2. Both the Development Commission and City Departments recommended approval.
