On July 8, 2025, the City Council of Columbus authorized the Director of the Department of Development to enter into a Pay As We Grow (PAWG) Agreement with Silver Development and Construction, LTD for a property located at 7642 Hayden Run Road. This agreement is contingent upon the approval of Rezoning Application #Z24-038, which was approved by the Development Commission in May 2025 and is currently pending Columbus City Council approval. The 142.5-acre property was annexed into the City in October 2024. The PAWG agreement outlines the developer's commitment to support the inclusion of the property in one or more Tax Increment Financing (TIF) Districts, make one-time per unit contributions of up to $1,700 for an estimated 1,227 residential units, and establish the Hayden Place Community Development District. The developer will also encumber the property with a Declaration of Covenants and Restrictions requiring an annual Community Development Charge of no less than 0.004 multiplied by the assessed value for a minimum of twenty years, commencing one year after the completion of each residential structure. This legislation requires no funding.
