The project extends from Nafzger Park at Refugee Road north to East Main Street, passing under I-270, Norfolk Southern Railroad, and I-70. It aims to connect Walnut Heights, Pine Hills, and Shady Lane neighborhoods. The additional funds are necessary to advance the project while awaiting capital fund replenishment from an upcoming bond sale, with further modifications planned for 2026. The original project completion date remains September 11, 2026. This emergency ordinance also authorizes various fund transfers and appropriations to cover the expenditure.
