This ordinance authorizes the Director of Recreation and Parks, on behalf of the City of Columbus, to execute a memorandum of agreement (MoA) with the Columbus Zoological Park Association and the Board of County Commissioners of Franklin County. The MoA concerns the continued provision and maintenance of zoological park services and facilities at the Columbus Zoo and Aquarium. This agreement is a continuation and amendment of previous agreements dating back to 1980, with the current lease effective through December 31, 2037. The ordinance is declared an emergency to ensure uninterrupted services at the Zoo, addressing potential ambiguity regarding the expiration of the current MoA. The agreement contemplates the use of tax levy receipts generated by the passage of the 2025 Zoo Levy for the provision and maintenance of zoo services and facilities, with the Association being responsible for annual budget submissions and expenditure accountability.
