The Columbus City Council approved an ordinance authorizing an appropriation of up to $420,147.73, a transfer of up to $57,053.35 between object classes, and an expenditure of up to $500,000.00 from the 2022 HOME Investment Partnerships Program (HOME) grant funds. This funding supports the Emerald Glen Apartments project and authorizes the Director of the Department of Development to enter into a commitment letter, loan agreement, promissory note, mortgage, and restrictive covenant with Emerald Glen Homes Rehab LLC. The Emerald Glen Apartments is a 130-unit complex for families located on the far west side of Columbus, encompassing 14.8 acres. Originally built in 1995 by Homeport, the property requires substantial rehabilitation. The proposed renovations include replacing interior finishes, lighting, plumbing, and HVAC systems, as well as increasing accessible units from two to fourteen, with four additional units designed for sensory-impairment. A new 30-year affordability covenant will be placed on the property, restricting units to households with incomes at or below 30%, 60%, or 80% of the Area Median Income, thereby preserving its status as affordable housing in Columbus, as its current covenant expires in July 2025. The project is consistent with the 2022 Annual Action Plan.
