The project is primarily financed by a loan from the Water Pollution Control Loan Fund (WPCLF), administered by the Ohio EPA and the Ohio Water Development Authority (OWDA). This ordinance is contingent upon the OWDA's approval of the loan. Public meetings were held, and project descriptions were published on the City's website to solicit input. The contract work is expected to be completed within 540 days from the Notice to Proceed.
