This ordinance authorizes the Director of the Department of Development to enter into a grant agreement with Reserve at Maryland Avenue LLC for up to $2,020,000.00 for the development of 84 income-restricted housing units. The project, located in Columbus' Near East Side, is part of a Qualified Census Tract and a CRA target area. The development will consist of five buildings, including four residential structures and a clubhouse. The unit mix will feature 24 one-bedroom, 48 two-bedroom, and 12 three-bedroom units, all set at 60% AMI. Connect Housing Blocks will manufacture the individual dwelling units using modular construction. The ordinance also authorizes the appropriation and transfer of funds from the Income Tax Set Aside Subfund to the Affordable Housing Bond Fund and allows for the reimbursement of construction expenses incurred prior to the establishment of a purchase order, starting January 1, 2024. Emergency action was requested to ensure the project maintains its construction schedule and meets financing deadlines.
