Council approved a variance to convert an existing detached garage at 49 E Tulane Rd into a 315 SF accessory dwelling unit and to retain two single-family dwelling units on a 4,218 SF lot zoned R-3. The approval includes variances from parking requirements (reducing from four to two spaces), minimum lot width (37.5 ft provided vs 50 ft required), lot area (4,218 SF provided vs 10,000 SF required), frontage (alleyway instead of public street for the ADU), side yard setbacks (2.1 ft west for ADU, 2.8 ft east for main house, and 1.0 ft east for a new deck), no rear yard for the accessory structure, and side yard obstruction for two parking spaces. The existing single-family home and partially finished garage studio will remain, and new exterior renovations include siding, windows, doors, insulation, spray foam roof insulation, and a new deck. The structure will feature a 300 SF ground floor studio space and a storage loft above under separate permit. New electrical, plumbing for a kitchen and bathroom, and structural repairs are included in the scope. Staff and the Clintonville Area Commission recommended approval based on practical difficulties and minimal impact on neighborhood character.
