The City Council approved a variance to construct a new detached garage with habitable space above at 239 W. Como Avenue in the R-2F residential district. The variance allows the garage’s eastern side setback to be reduced from 3 feet to 2 feet, increases accessory garage height from 15 feet to 22.33 feet, and permits habitable space in the garage without direct connection to the primary dwelling. The new 24-foot by 22-foot structure will accommodate two parking spaces at grade with a fire-rated wall at the east side and a second-floor art studio with no plumbing. The location retains an existing mature tree at the alley, maximizes backyard open space, and aligns with the Craftsman style of the main house. No separate dwelling unit or plumbing will be installed, affirming the space’s use as an art studio and children’s recreation room. The Clintonville Area Commission recommended approval on April 3, 2025, and staff concurred that practical difficulties justified the variances. The project preserves neighborhood character by maintaining a structure shorter than the main house, with complementary design features.
