  • Category: Annexation
  • Asset Class: Land
  • Property Type: Covered Land & Land Banking
  • Size: 14.07 acres

The City of Columbus has initiated annexation of a 14.07-acre tract in Jackson Township (Virginia Military Survey No. 1389) to extend water and sewer service for a proposed transition from existing single-unit houses to multi-unit residential development. The petitioners and property owners—Hank W. & Patricia S. Schreck and James E. & Karen L. Ruggles—filed for the annexation, represented by Jackson B. Reynolds, III, with Metro Development named as prospective developer. The site lies within the Westland Area Plan (1994) recommending Low Density Residential and the boundaries of the Westland Area Commission. Planning staff conducted a preliminary review, recognized adjacent medium density residential context to the south, and endorsed the annexation despite the Plan’s low-density recommendation, citing strong design standards aligned with C2P2 policies. Annexation approval by Franklin County Commissioners (service ordinance) is scheduled as an emergency on May 12, 2025, with a county hearing tentatively set for May 27, 2025. Following county approval, the City of Columbus must pass a second ordinance to accept the annexation within 60–120 days. This annexation does not automatically confer zoning; subsequent rezoning applications will proceed through the Department of Building and Zoning Services.
