This ordinance approves the annexation of approximately 14.9 acres of land located in Orange Township (Farm Lot 8, Quarter Township 3, Range 18) into the City of Columbus. The annexation area comprises four parcels (9.892± acres, 1.440± acres, 5.032± acres, and 0.2259± acres) abutting Lazelle Road (C.R. 6/R.W. Varies) and North High Street (U.S. 23/R.W. Varies). The service statement confirms that public safety, sanitation, zoning, transportation, water, and stormwater and sanitary sewer services will be provided upon annexation in accordance with city policies. Residential refuse collection will commence upon annexation, and support services raised no objection. Transportation will maintain any additional rights-of-way included in the annexation, and existing signalized intersections will be managed under Transportation Division policy. Water service will remain under Delco per existing agreements; a modification and main extension would be required for city service in the future. Owners and developers will construct all required sanitary and storm sewers privately at no cost to the city. The Division of Sanitary has capacity concerns and will meet with the applicant prior to development. Storm sewers for future development must comply with current city design policies and zoning codes. The total perimeter of the annexed boundary is ±3,959 feet, of which ±2,177 feet are contiguous with existing city corporation lines. No unincorporated islands will be created by this annexation. The exhibit prepared by Advanced Civil Design, Inc. documents the boundary description and was certified by the Delaware County Engineer on December 26, 2024. The annexation is processed as an Expedited Type II under ORC Sections 709.021 and 709.023.
