The City Council authorized granting five variable-width electric easements to American Electric Power (AEP) across City property along Westerville Road (State Route 3) to facilitate installation, operation, and maintenance of electric distribution facilities serving the new Kilbourne Run Sports Park. Each easement strip—as delineated in Exhibit A, Strips 1 through 5—ranges in area from 0.021 to 0.091 acres and is described by metes and bounds bearings and distances based on the Ohio State Plane Coordinate System. The easements permit placement of underground and appurtenant overhead conductors and equipment, and include rights-of-way, restrictions, and conditions of record in Franklin County. The survey descriptions were prepared under the supervision of Samuel L. Stiltner, Ohio Professional Surveyor No. 8364, following field observations performed in February 2023. The easements ensure AEP’s perpetual legal right to access, maintain, and repair electrical infrastructure necessary for lighting and power to park facilities. Documentation includes precise location plans, curve data, instrument references, and monument ties to the existing state route centerline.
