The Council granted variances to convert the existing two-unit dwelling at 44 E. Duncan St into a shared living facility for up to 16 individuals with developmental disabilities. The decision includes variances for no parking lot screening, reduced parking from 21 spaces to 9 spaces, elimination of vision clearance requirements at the northeast and southeast corners, reduction of parking space length from 18 feet to 17 feet, allowance for parking within landscaped areas and setbacks, an increase in the maximum floor area ratio from 0.40 to 0.48, and a reduction in required landscaped area from 10% to 0.01%. The facility will convert existing garages into habitable space under Section 3332.037 and is subject to 24-hour staff supervision, transportation, and meals. Staff concurred that the variances address existing site constraints and will not adversely impact neighboring properties or public welfare, aligning with the University District Plan’s recommendation for lower intensity residential uses. The University Area Commission voted unanimously on March 19, 2025 in support of the variances. City Council’s approval ensures regulatory alignment for supportive housing within the R-2F district.
