This ordinance authorizes a sole source procurement of the BuildingBlocks and Slate software applications from OpportunitySpace, Inc. d/b/a Tolemi by waiving the provisions of Columbus City Code Chapter 329. The city will appropriate $178,000 from Fund 2240, subfund CW001, to support the Department of Building and Zoning Services. BuildingBlocks combined with Slate provides aggregation of multiple department and agency data into a spatially enabled web application with automated integration at regular intervals. The system offers process automation based on internal city and county data, advanced spatial queries outside of GIS software, and user-generated reports across all data sources. It also supports user-defined scoring models at the parcel or area level, machine learning and predictive modeling, and export of standardized data in CSV or shapefile formats. No other vendor offers a comparable combined product-service bundle for vacant, foreclosure, wholesaler, and future registries. The fee structure was determined through discussions to fulfill code requirements related to vacant, foreclosure, and wholesaler registries, ensuring the city obtains necessary analytics tools without delay.
