The City of Columbus Development Commission considered an application (Z24-059) to rezone 4.40± acres at 6955-6999 Harlem Road from R, Rural District to L-M, Limited Manufacturing District (H-35) for a proposed 2-story, 114,000 SF self-storage facility. The site, previously occupied by a single-unit dwelling, is located on the west side of Harlem Road, north of Central College Road. The property falls within the Rocky Fork Blacklick Accord planning boundaries, which recommend "Village Residential" and "Natural/Rural Corridor" land uses. The proposed zoning includes limitation text restricting the use to self-storage and incorporating supplemental development standards for building setbacks, lot coverage, height, traffic access, parking, landscaping, street trees, fencing, a shared-use path, building design, lighting, and signage. Staff comments indicated the proposal was appropriate given the emerging development pattern and adherence to Accord design standards, including a pitched roof, see-through glass, massing, and traditional materials. The motion to recommend approval was passed with a vote of 4-3-0 by the Rocky Fork-Blacklick Accord Implementation Panel.
