The Columbus City Council has approved a Housing Development Agreement (HDA) with D.R. Horton-Indiana LLC for the development of the Lansdowne Farm project, a 596-unit single-family residential community on the southeast side of Columbus. The development will feature three- and four-bedroom homes priced between $315,000 and $412,000, with an average home price of $380,000. As part of the agreement, 35% of the homes (209 units) will be set aside for residents earning 120% of the area median income (AMI) or below. The project will be constructed in four phases beginning in 2025, with full buildout expected by 2030. To address the city's urgent housing needs, the first two phases will be expedited. Additionally, the agreement includes a $60,000 per unit penalty if D.R. Horton fails to meet the affordable housing commitment. The City of Columbus has waived affordability requirements under Section 4565.13 of the Columbus City Codes to facilitate the extension of the residential CRA program to the entire development.

Why it Matters

This development helps address the city's housing shortage while promoting homeownership and wealth-building opportunities. The agreement ensures affordability within a single-family housing project, an area where affordability has traditionally been challenging to implement.
