The Chicago City Council approved the First Amendment to the 2017 "City Lots for Working Families" (CL4WF) program, which facilitates the sale of City-owned vacant land to developers for the construction of affordable single-family homes or two-flat buildings. This amendment introduces several key changes. It eliminates minimum and maximum project sizes, allowing for more flexible development. The definition of "Affordable Price" for homes is revised, and the requirement for appraisals of City Lots is replaced with market-value assessments. The maximum value of a City Lot that can be sold for $1 is increased from $50,000 to $65,000. Additionally, the overall maximum value of a City Lot eligible for the program is raised from $175,000 to $228,000. The maximum value of City Lots exempt from MBE/WBE and City Residency Hiring Requirements is increased from $125,000 to $162,000. The amendment also increases the number of market-rate homes permitted in a CL4WF project from 25% to 50% at the Department of Housing's discretion, and raises the eligible buyer household income from 140% to 150% of the Area Median Income (AMI). Finally, the application fee for developers is increased from $1,000 to $1,300, with provisions for inflation-based adjustments to all maximum dollar amounts annually or biannually.
