The City Council of Chicago approved the expenditure of Open Space Impact Fee funds, totaling $66,000, for the development of the Emil Biorn Garden at 2616 North Albany Avenue in the Logan Square Community Area. This grant, authorized by Ordinance O2025-0018158, will be provided to Logan Square Preservation, an Illinois not-for-profit corporation dedicated to preserving and creating open space. The funds are specifically allocated for capital improvements, including $21,000 for cedar wood fencing and $45,000 for a Norwegian-inspired wood pavilion. The Open Space Impact Fee Ordinance (Chapter 18 of Title 16 of the Municipal Code of Chicago), adopted in 1998, allows for the collection of fees from new residential developments to create public open space. The Department of Planning and Development (DPD) determined that this project will directly benefit the residents of the Fee-Paying Developments in Logan Square. The City Council's Committee on Special Events, Cultural Affairs and Recreation recommended to pass the ordinance on July 8, 2025, and the City Council passed the ordinance on July 16, 2025. The Mayor signed the ordinance on July 16, 2025. Logan Square Preservation is required to use the funds solely for eligible costs and maintain the property as open public space in perpetuity.
