The Chicago City Council approved an ordinance designating the combined Uptown and Edgewater community neighborhoods, specifically the 48th Ward, as a "Low-Affordability Community." This designation is made pursuant to Section 15-178 of the Illinois Property Tax Code, which establishes the Affordable Housing Special Assessment Program. Under this program, owners of newly constructed or rehabilitated residential rental property within designated Low-Affordability Communities may apply for a reduction in assessed value. To qualify, at least 20 percent of the multifamily building's units must have rents at or below maximum limits and be occupied by households with incomes at or below maximum limits for a period of 30 years. The City's 2019 analysis found that only 35% of year-round rental units in Uptown and less than 25% in Edgewater were affordable, indicating a shortage and displacement pressure. The ordinance was sponsored by Alderwoman Leni Manaa-Hoppenworth and passed as a substitute on June 18, 2025.
