ZSD Oakdale LLC proposes to amend Waterway Residential Planned Development No. 1127 at 2235-2249 West Oakdale Avenue in Chicago. The project involves rezoning the property to the RM-5 Residential Multi-Unit District and then back to an amended Planned Development No. 1127 to construct 35 new brick-clad, three-story townhomes, each with a two-car garage. The proposed Maximum FAR is 1.5. Each unit will include a private yard, a balcony at level 2, and a private roof terrace. The site will also feature an extension of the publicly accessible riverwalk, connecting to the existing pathway at the Lathrop Homes site. The developer intends to comply with the Affordable Requirements Ordinance by providing 6 new for-sale, family-sized units off-site, which has raised concerns from community members about the precedent and displacement of existing families. Concerns have also been raised by local residents and industrial businesses regarding potential negative impacts on traffic and the viability of existing industrial operations due to increased residential density. The project aligns with Chicago River Design Guidelines, aiming to preserve wildlife, utilize native plants for stormwater management, and enhance public access to the river. The Department of Planning and Development (DPD) recommends approval, citing compliance with Planned Development standards and Chicago River Design Guidelines, compatibility with surrounding area, and adequate public infrastructure. The total project cost is estimated at $33 million and is expected to create approximately 200 construction jobs.
