Chicago Renews SRO Preservation Fund to Safeguard Affordable Housing Stock

This ordinance authorizes DOH to continue the SRO Preservation Fund for an additional five-year period and renames the existing SRO Preservation Loan Program the SRO Preservation Fund. It allows DOH to enter into one or more annual grant agreements with Community Investment Corporation (CIC) not to exceed $5 million per year, funded from CRP/HED bond proceeds and City Multi-Family Program funds, to establish a pass-through grant reserve. It reaffirms the City’s commitment to preserving single-room occupancy buildings as affordable housing for extremely low-income residents, requiring recipient owners to maintain long-term affordability covenants. The Authorized DOH Officer is empowered to negotiate and execute necessary agreements and disburse grant funds, subject to Corporation Counsel approval and fund availability. The ordinance supersedes conflicting Municipal Code provisions and takes effect upon passage and approval.
