This ordinance authorizes the sale of certain vacant City-owned parcels in Chicago through the ChiBlockBuilder online platform at predetermined purchase prices to buyers selected for community open space projects. The Department of Planning and Development, in partnership with CBRE Group, Inc., evaluated market values and posted them to the platform, accepting applications from April 1 to May 17, 2024. Selected buyers must fence and improve the lots with open space amenities within one year of closing, maintain the lots per the Municipal Code, pay all property taxes, and hold the property for at least five years. Deeds will include covenants, conditions, ALTA title exceptions, special assessments, and a right of reverter in favor of the City. The Commissioner is authorized to negotiate and execute all necessary documents to effectuate these transactions, and the ordinance takes effect upon passage and approval.
