This ordinance authorizes the sale of city-owned vacant land located at 345-379 East 60th Street, 6000-6050 South Dr. Martin Luther King Jr. Drive, and 6001-6049 South Calumet Avenue, Chicago, IL 60637 to Sunshine Community Development Corporation for a total purchase price of sixteen dollars. The parcel, acquired through foreclosure, tax liens, and sales, was appraised at a market value of $1,342,000 as of May 6, 2024. Sunshine, an Illinois not-for-profit, will construct a $36.8 million community center campus featuring outdoor athletic fields, a three-story building with a gymnasium, café, youth lounge, program rooms, administrative and incubator offices, and surface parking. The Department of Planning and Development retained CBRE Group to assess market value and the grantee secured a conditional $5 million commitment from the City’s Community Development Grant program. A Phase I ESA identified recognized environmental conditions, and a follow-up Phase II ESA addendum dated August 14, 2024 found no contamination above residential remediation objectives. Public notices ran in the Chicago Tribune on July 11, 18, and 25, 2024, with no competing proposals received. The sale is “as-is” and closing must occur within ten months of ordinance approval, with Sunshine covering all escrow, title insurance, and closing costs via a quitclaim deed as detailed in Exhibit C.
