The Broadway Land Use Framework Plan is a comprehensive planning initiative for the Broadway corridor between Montrose and Devon Avenues in the Edgewater and Uptown neighborhoods. Developed by the Department of Planning and Development (DPD) in collaboration with various partners including the Department of Housing, ward aldermen, and local chambers of commerce, this framework aims to guide consistent, intentional, and transparent development decisions. It translates community priorities into clear expectations for land uses, density, zoning districts, and other development parameters. The plan builds upon previous planning efforts and addresses issues such as unmet housing demand, rising housing costs, underutilized properties, and restrictive zoning. It includes analysis of development opportunities, architectural character, historic resources, and urban design guidelines. The framework is intended to be a tool for evaluating future development projects and initiatives within the study area. While this document proposes zoning recommendations, final zoning changes require subsequent approval by the City Council.
