The Charlotte Planning Board reviewed Rezoning Petition 2025-027, proposing to rezone approximately 4.76 acres from N1-B (Neighborhood 1-B) and CG (General Commercial) to N2-A(CD) (Neighborhood 2-A, conditional). This petition enables the development of up to 43 multi-family attached dwelling units on an currently undeveloped site located east of Valleydale Road, north of Summerville Road, and south of Goodman Road. All dwellings will be eligible for the House Charlotte program and deed restricted for affordability for a minimum of seven years. Staff recommended approval of the petition, contingent upon the resolution of outstanding issues related to transportation, environment, and site and building design. Although the proposed zoning is inconsistent with the 2040 Policy Map's Neighborhood 1 Place Type recommendation, the plan's features, such as limiting building forms to quadraplexes and providing greater setbacks and open spaces, are designed to facilitate a transition from commercial areas to surrounding Neighborhood 1 areas. Site access will be provided via an extension of Goodman Road, and the petitioner will dedicate a 70-foot greenway and stormwater easement to Mecklenburg County. The architectural guidelines prohibit materials like traditional stucco, natural wood, and plain concrete masonry units, limiting buildings to three stories or 48 feet.
