The Charlotte City Council conducted a public hearing and adopted an ordinance for the voluntary annexation of the QTR Phase One Area, a 11.73-acre site in northern Mecklenburg County. The property, owned by Sunset Road Partners, LLC, is located along the south side of Sunset Road and east of Oakdale Road. The site is currently developed with single-family dwellings that will be removed for redevelopment. The annexation extends municipal services to the site to facilitate the development of up to 110 multi-family attached residential units and up to eight duplex units, consistent with the N2-A(CD) zoning district approved in August 2024 through Rezoning Petition 2024-022. The annexation area consists of two parcels (037-031-02 and 037-031-13) within Charlotte's extraterritorial jurisdiction and shares boundaries with current city limits. City departments, including Stormwater Services, Police, DOT, Solid Waste, and Fire, anticipate minimal to no negative impacts from the annexation, and projected revenue is expected to exceed service extension costs. The annexation is consistent with the City Council's voluntary annexation policy.
