This petition proposes to rezone approximately 19.49 acres from N1-A (Neighborhood 1-A) to N2-C(CD) (Neighborhood 2-C, Conditional) and NC(CD) (Neighborhood Center, Conditional). The proposed development includes up to 395 residential units, comprising multi-family attached dwelling units in Development Area 1 and any residential unit type allowed in N2-C zoning in Development Area 2. Additionally, it allows for up to 25,000 square feet of non-residential uses in Development Area 3. A workforce housing program is committed, requiring no fewer than 5% of residential units in Development Area 2 to be income-restricted for households earning 80% or less of the area median income for at least 15 years. The site is currently developed with a manufactured home park and a convenience store. Staff recommends approval subject to resolution of outstanding site design issues. The petition is inconsistent with the 2040 Policy Map's Neighborhood 1 Place Type recommendation but is deemed appropriate due to increasing housing variety and compatibility with surrounding uses. Public park areas with access easements and various transportation improvements are also proposed.
