The petition allows any residential uses permitted in the N1-D CCO district—single-family detached homes, duplexes, and triplexes—organized around a shared common open space of at least 3,000 square feet or 500 square feet per dwelling. Located east of Cleve Brown Road, south of Hamilton Russell Lane, and north of Hackberry Creek Trail, the site is surrounded by single-family homes to the north, west, and east and multi-family apartments to the south. Staff recommended approval based on consistency with the 2040 Policy Map’s Neighborhood 1 Place Type and the Comprehensive Plan goal of Neighborhood Diversity & Inclusion. The Cottage Court Overlay reduces minimum lot sizes and setbacks in exchange for a cohesive community design maintained in shared stewardship by residents. Up to 30 small residential buildings may be constructed on the site, supporting a variety of housing types within a predominantly single-family context.
