Staff analysis highlighted the potential to maintain or increase middle-skill jobs within the Access to Employment Gap, improved compatibility with surrounding ML-1 and ML-2 zones compared to existing OFC zoning, and no outstanding transportation or municipal service issues. The conventional rezoning petition did not include a specific site plan and recorded zero attendees at its community meeting.
