This petition seeks to rezone approximately 11.16 acres located south of Paw Creek Road and west of Toddville Road in Charlotte from N1-A to N2-A(CD). It proposes the development of up to 88 multi-family attached units and one single-family detached unit on a currently wooded site with one existing home. Access will be provided via an extension of Urbana Drive built to City standards and a private public street off Paw Creek Road with a 38-foot right-of-way dedication. Pedestrian connections to public streets and a 100-foot SWIM buffer along Paw Creek are included, along with a 25-foot greenway easement to Mecklenburg County for a future greenway. Buildings will be limited to four units per building, with quadraplex structures limited to less than half of the total buildings, and a three-story maximum adjacent to existing Neighborhood 1 zoning. Architectural requirements include porches, stoops, prohibition of vinyl siding, and front or side façade orientation to public streets. The plan dedicates open space with enhanced landscaping and ensures each unit is within 1,000 feet of amenitized common open space. Street trees and specialty paving, lighting, seating, and public art elements are also required. A 10-foot landscape buffer and 20-foot setback will be maintained along all boundaries adjacent to Neighborhood 1 areas to protect existing residential context.
