The City Council authorized a five-year lease of approximately 15.6 acres of ML-2 zoned city property at 932 Seigle Avenue and 1100 Otts Street to Envision Charlotte, effective July 1, 2026, for an annual rent of $1.00. Envision Charlotte, a nonprofit focused on circular economy initiatives, will occupy the existing 36,000± square-foot warehouse and adjacent parking lots to advance entrepreneurship, innovation, and sustainable economic mobility. The property consists of two parcels (Tax Parcel IDs 081-115-01 and 081-114-53) formerly used for light vehicle maintenance and city parking. The lease includes two consecutive two-year renewal options under the same nominal rent terms. Public notice was provided for thirty days in accordance with North Carolina General Statute §160A-272, and the City Council acted pursuant to Sec. 8.131 of the City Charter. The City Manager is authorized to execute all instruments necessary to effectuate the lease.
