The petition rezones approximately 94.46 acres on the east side of Rhyne Road from I-1(CD) to ML-1(CD), allowing up to 1,275,931 square feet of manufacturing and logistics facilities on a vacant site in the Mount Holly Road corridor. It prohibits noxious uses such as adult establishments and crematoriums and confirms zero footcandles at adjacent single-family property lines. The petitioner has completed prior transportation commitments including a new public street and streetscape enhancements, and will contribute toward improvements at Mount Holly & Rhyne Roads. Additionally, the plan provides a 100-foot Class A landscape yard along the western boundary, dedicates three acres for a future neighborhood park, and secures a minimum 90-foot trail easement for Mecklenburg County. The rezoning aligns with the City’s 2040 Policy Map recommendation for the Manufacturing & Logistics Place Type and supports goals for safe mobility, natural and built environment integration, and economic opportunity. Staff recommends approval pending resolution of outstanding environmental issues related to tree survey requirements.
